In the 3.1 release which included Critical Alerts we added the ability to disable off duty for users, and applied that setting to every user that was associated with a vehicle for statusing so that a front line apparatus would always get notifications and could not go Off Duty. It can be re-enabled on a user by user basis I the we portal by checking the "Off Duty Enabled" box on the user detail page.
